Wow, making people feel worthless just because you're a bit afraid they might take the mod spot you want oh so bad. Whether or not he is qualified for it does not matter, he posted it saying it doesn't bother him whether he gets it or not, so why should you? Oh and this is his mod app, not yours, I doubt he cares how many times you've been admin or moderator.
And just for the record I believe him when he says he's been mod 3 times, I don't however believe you have been admin on 4 and mod on 2.
If you really wanted this mod spot, can I suggest maturing a little, and not putting others down? If you have been staff so many times you should have known this.
